Se sim, não sei o que é mas eu arriscaria um palpite que pode ser relativo a atualização de cache, reveja os parâmetros que você deixo no refresh_pattern , mas antes se certifique que é mesmo o squid que esta consumindo a banda da wan, sem clientes usando o proxy.
