Hoje estou com problemas na atualização da hora do meu servidor, segue meu ntp.cnf

Como pode ver ele atualiza pra 06:45, sendo que agora no site ntp.br são exatamente 09:48
Se alguém tiver uma luz ai, eu agradeço. Pois aparentemente tudo está ok, não?

Reconfigurei o timezone com o comando

dpkg-reconfigure tzdata
