Não consigo mudar a porta 22 ssh [RESOLVIDO]

Boa tarde Galera., realizei uma varredura pela rede segui os passos informados de como alterar a porta 22 ssh.., porém não funciona chego até reiniciar o servidor, mas as configurações não funcionam..

Alguém tem uma ideia de como ajudar..., porque isso acontece?
