Bom TTF (True Type Font) é uma padronização para utilização fontes tipo 1 da adobe como times roman e helvica, e foi criado pela apple, como norma para padrão, não contem copyright, mas o engine por traz da renderização é patenteado

e pelo que vi no wikipedia tal informação procede ...

como pode ver no trecho que fala do freetype (projeto open source para implementação do padrão no linux)

No caso das fontes livres mais difundidas diria que é o pacote Liberation fonts, criada pela red hat em contra partida para as fontes arial, times news roman, e corier news..
